Data Aggregation and Hosting

Project Overview and Current Opportunity

HCCI maintains a multi-payer, longitudinal commercial claims dataset covering one third of the employer-sponsored insurance (ESI) population in the United States (the “Combined Data Set”). We license access to our data via a Secure Virtual Research Environment (SVRE) to researchers at universities, government agencies, and non-profit organizations. You can retrieve an overview of our data and explore the data access portal of our website. HCCI is also a CMS Qualified Entity and receives 100% of Medicare Fee-For-Service claims data (the “QE Data Set”).

HCCI seeks an innovative partner to drive greater efficiencies in data hosting operations and collaborate with HCCI in creating new and innovative data and research opportunities. This RFP is intended to identify collaborators with the demonstrated ability to: (1) provide data infrastructure; (2) ingest, process and host the Combined Data Set and QE Data Set; and (3) host, maintain, support, and administer an SVRE to enable access the Combined Data Set. Thought leaders who understand the value of HCCI’s data assets and overall mission are encouraged to respond.

Proposal Schedule

HCCI’s best estimate of the schedule is below. If a component of this schedule is delayed, the rest of the schedule may be shifted accordingly. All times are Eastern Standard Time.

  • Issue RFP 12:00 PM Monday, July 17, 2023,
  • Deadline for questions 4:00 PM on July 31, 2023
  • Answers will be provided by August 18, 2023
  • Deadline for Receipt of Proposals 5:00 PM on September 8, 2023,
  • Evaluation Committee complete evaluation by September 28, 2023,
  • HCCI issues Notice of Intent to Award a Contract by October 12, 2023
  • HCCI work with awardee to finalize contract by November 10, 2023
  • Contract starts November 27, 2023.
